Three Cedars Advocates and Consulting is led by Dolcie Kaylor Niemi, MSW, MHA, LICSWA, a Washington Title 26 Guardian ad Litem and social work professional with nearly two decades of experience working with children, families, and vulnerable populations.

Ms. Niemi holds a Bachelor of Science in Social and Behavioral Science, a Master of Health Administration, and a Master of Social Work. She is a Licensed Independent Clinical Social Worker Associate in Washington State. Her professional background spans child welfare, behavioral health, family systems, and advocacy and includes serving as an Adoptions Specialist with the Washington State Department of Children, Youth, and Families and providing intensive community-based behavioral health services through the Program for Assertive Community Treatment.

During her graduate social work education, Ms. Niemi completed specialized clinical training working therapeutically with children and families, with an emphasis on reunification services. She also volunteers with YWCA Clark County as a sexual assault advocate. Her education and professional experience contribute to a trauma-responsive and developmentally informed approach to working with children and families.

Ms. Niemi is a member of the Council of Parent Attorneys and Advocates (COPAA) and the Association of Family and Conciliation Courts. She has completed specialized training in special education advocacy through COPAA and provides non-attorney advocacy to families navigating special education and related services.

Through Three Cedars Advocates and Consulting, Ms. Niemi provides Guardian ad Litem and special education advocacy services with an emphasis on thoughtful, individualized, and child-centered practice.

Therapeutic Services

Ms. Niemi also provides therapeutic services through a separate clinical practice. Therapeutic services are separate from Guardian ad Litem and special education advocacy services.
